The U.S. Interest Section in Havana has been advised that Cuban law does not
allow for intercountry adoption. Adoptions of Cuban children are reserved for
adoptive parents who are Cuban citizens. Dual nationality is also not recognized
under Cuban law. The U.S. Interest Section in Havana has issued no immigrant visas
to Cuban orphans for a at least the past five fiscal years.
