Adoption Agencies and Information for Haiti
The Haitian courts issue adoption decrees and other legal documents, and the
“Institut du Bien Etre Social et de Recherches” (IBESR) is the sole
authority to provide authorization to adopt. IBESR also accredits adoption agencies,
agents and orphanages in Haiti. Documentation from both the Haitian courts
and from IBESR is required to adopt a child in Haiti.
The U.S. Consulate in Port-au-Prince maintains a listing of Haitian attorneys
who are known to handle adoptions or who have notified the Immigrant Visa Unit
of the U.S. Embassy of their intent to do so. The U.S. Consulate also maintains
a listing of orphanages recognized by IBESR.
