Adoption Agencies and Information for Paraguay

Presently, intercountry adoptions are not allowed in Paraguay.  The Department of State strongly advises against American citizens initiating adoptions from Paraguay. The Paraguay government has put a hold on any new cases for international adoption until its Center for Adoptions is opened as part of its implementation of the Hague Convention on Intercountry Adoption. Even once the center has opened, Paraguay will only recognize families that are citizens of countries that have also ratified the Convention and the U.S. has not yet (January, 2007) approved the Convention.
