Regarding adoptions from this foreign country:
Kazakhstan is a former Soviet republic located in Central Asia, south of Russia and northwest of China. Over 4,000 Kazakh children have been adopted by families in the U.S. since 1997. Children available for adoption are usually of Russian and/or Asian background and of the approximately 600 children adopted in 2006, approximately 42% were under 1 year of age.
Kazakhstan is currently processing adoptions by US citizens on a limited basis. While Kazakhstan is not technically closed for adoptions by US citizens, families adopting from Kazakhstan are experiencing delays throughout the process.
The Kazakhstan government agency that oversees intercountry adoptions is the Ministry of Education, Committee on Guardianship and Care, 83 Kenesary St., Astana, Kazakhstan 010000. Adoption agencies and agents are encouraged to contact the Ministry of Education to notify the Ministry of their intention to provide adoption services. However, under Kazakhstan law, adoptive parents may work with any agency or individuals they choose. Please note that adoption agencies are not recognized in Kazakhstan.
